As far as services go, this is probably one of the best places to visit for characters. The quality of those characters can vary greatly depending on the author, so caveat emptor. That being said, they have a pretty solid repository and you can even find characters that carry emotion images for your SillyTavern cards.
Ideally, though, to maximize your satisfaction with LLMs, you should learn how to create characters yourself. These can be used as a great way to learn, however.
